Resist the de facto Martial Law in Mindoro! Defend Human Rights!

Kilusang Mayo Uno strongly condemns the escalating violations of International Humanitarian Law (IHL) in Mindoro, including the harassment and obstruction by the AFP and PNP of the fact-finding mission led by Karapatan Southern Tagalog in Roxas, Oriental Mindoro.

On August 1, the 4th IBPA killed Juan Sumilhig, a Maranao farmer, and falsely claimed it was an encounter with the NPA. Days later, another supposed clash resulted in the deaths of two unidentified individuals, again labeled as NPA.

These incidents are part of an intensifying “counter-insurgency” campaign that uses bombings, strafing, and intimidation against peasant and Indigenous communities under the guise of “peace.” Behind this is the state’s real agenda: to open Mindoro’s lands and resources to large local and foreign businesses.

The fact-finding mission aimed to expose the truth and seek justice. Instead, the military, police, and LGU responded with threats, red-tagging, and violence – including attempts to run over protesters, threats of being shot, and the refusal of Mayor Jerwin Dimapilis to engage in dialogue.

These actions expose the true character of the police, military, and local officials – not as protectors of peace, but enforcers of state-sponsored brutality and impunity. Violations often occur in impoverished areas, where farmers are dispossessed and Indigenous people are displaced by private goons and military forces hired by big business. These conditions breed armed resistance.

Under IHL, civilians must be protected and distinguished from combatants. The state’s violence against civilians and rights defenders is a blatant violation of IHL and democratic principles.

We must condemn and resist airstrikes, bombings, strafing, and other atrocious IHL violations. The roots of armed conflict must be addressed, instead of enforcing indiscriminate violence and wanton militarism.
